# Circular issued with instructions to land officers to implement cashless land development tax system tomorrow
Staff Reporter, Dhaka : The Ministry of Land has issued a circular today providing necessary guidelines to field-level land officers for the successful implementation of the cashless land development tax system starting from Pahela Boishakh, which is tomorrow.
The circular emphasizes the need to ensure that the landowner receives the holding report within seven working days to facilitate the smooth payment of land development tax. Land Minister Saifuzzaman Chowdhury has given clear instructions in this regard. The circular also directs the withdrawal of all unused and partially used Dakhila books (Receipt book) kept in the land office within seven working days after Pahela Boishakh to prevent fraudsters from engaging in illegal activities.
Land Secretary Md. Khalilur Rahman signed the circular entitled ‘Instructions for online Land Development Tax setting and collection’ which contains detailed instructions for the field level land officers includes information on: what to do if minors and expatriates do not have NID cards, what to do if there are discrepancies between the name in the Record of Rights and NID, what to do if there is a father’s name in NID and husband’s name in the ROR, land development tax collection in the name of the owner, partial land development tax collection in the case of individuals, land development tax collection based on land use, land development tax collection in advance, collection of partial land development tax in the case of organizations, waiver filing issues, and more.
At the opening ceremony of the National Land Conference held in Dhaka on March 29, 2023, Prime Minister Sheikh Hasina announced the implementation of the cashless land development tax system from 1st Baishakh 1430 BS to make land development tax collection more people-friendly. In light of this announcement, the Ministry of Land issued a public notice yesterday, April 12, regarding the implementation of the cashless land development tax system from April 14, Pahela Baishakh. The introduction of the cashless land development tax system from tomorrow, 1st Baishakh 1430, on April 14, 2023, will be an important step taken by the Ministry of Land in establishing people-friendly smart land management. Simultaneously, a new chapter will be added to land reform in the eternity of the Bangla.
