#Land secretary answered the queries of the citizens online live yesterday

Staff Reporter Dhaka : Land Secretary Md Mustafizur Rahman PAA said that the field administration management department surveyor recruitment circular will be announced by the next month of January.

Yesterday evening, December 29, Thursday from 6:30 to 7:30 Land Secretary Md. Mostafizur Rahman PAA Ministry participated in a Facebook Live ‘Meet the Secretary’ on the official Facebook page (www.facebook.com/minland.gov.bd) and answered various questions from the viewers. Live Viewers asked questions related to land through comments/chat. Over 2000, different land-related questions from different parts of the world, including Bangladesh, were asked live.

The secretary also said that the complications regarding the appointment of surveyors have already ended. He said this in response to a questioner named Khalid Hasan Mondal, on Facebook Live.

The office of the management department of the Ministry of Land refers to the office of the Collectorate (DC Office), Upazila Land Office (AC Land Office), etc.

Earlier, before the question-and-answer session, the secretary briefed the live viewers about the plans of the Ministry of Land. Direct participation in such an open forum with the citizens for the first time by the Secretary of the Ministry of Land, the country’s top land officer, has added a new dimension to government citizen services. The Land ministry has taken the initiative to provide multi-channel citizen service (customer service) based on making citizen land services smarter. Yesterday’s Facebook Live is one of these multifaceted initiatives. Later, land experts and skilled land officials will regularly participate live on the ministry’s official Facebook page to answer the citizens’ various questions related to land.

In response to a question from Mohammad Babar, one of a large number of live questions, the secretary said that land development tax of the land is determined based on the use of the land. For example, he said, if a residential house is built on any other class of land, the LD tax of that land falls under the residential class, not according to the class on paper. The power has been given to the Deputy Commissioner. In response to the supplementary question, the secretary said that there is no restriction on the date of the deed registration document in the matter of mutation. The application for mutation can be made based on the deed registration made on any previous date.

In response to a question from Mohammad Ruhul Amin related to receiving the CS Mouza map, the secretary said that a scanned copy of the Mouza map can be obtained at home by applying on the land.gov.bd portal or by calling 16122. In response to the question regarding the map, the land secretary said that map digitization is going on. 20,000 digitized Mouza maps will be uploaded online in the month of next March. All other maps will be uploaded gradually. Then this map will be available in exchange for a fee.

Kuwait expatriate Md. Farooq spoke about the harassment of the land office regarding the Record of Rights (Khatian) correction despite giving money to an employee of the land office! The secretary said that financial transactions ought not to be made with any public servant of the land office for any kind of service. Secretary said one can easily apply for record correction by applying online oneself or with the help of a close relative (or a digital service provider). AC land will fix it soon. The land secretary advised calling 16122 if necessary.

The Secretary said that the draft Land Crime Prevention and Redress Act has a provision of jail and fine as punishment for depriving the sisters of creating fake inheritance certificates, in response to a question by Md. Nawaz Sharif regarding the wealth-based disparity between brothers and sisters in Khatian. However, until this bill is passed into law in Parliament, the remedy is to apply to AC land to correct the record – he added. He said, if anyone applies to AC Land with proof for correction of the record on the fake succession certificate, AC Land will investigate and correct the record. The Land Secretary advises everyone to use the ‘Uttoradhikar’ app to calculate the transfer of inheritance property and the ‘Prottoyon’ online certificate system for inheritance certificates.

In response to the question regarding Pappu Islam’s torn SA Khatian, the Land Secretary said that most of the handwritten SA Khatians without master copies were eroded. However, a copy of the Khatians is kept in the record room of the District Judge’s Court. Soon, these Khatians will be made open to all either by copying them or, if needed, copying using paper reconstruction technology after discussing with the Ministry of Law.

Saudi expatriate Md Kamrul Islam wanted to know about the problem of distribution of land among the heirs because of the difference in the names of NID and Documents. In this regard, the secretary said, if there is a mismatch in the name’s spelling in the documents with respect to the NID, are clear instructions to correct if there is some mismatch in the name’s the spelling in the documents in respect to the NID as per the circular related to the correction of clerical errors dated July 29, 2021. The secretary also said that if the documents are correct, all the heirs need not come to the land office for mutation. Applying in e-Mutation with an inheritance certificate will be sufficient for Mutation.
