News of discarding of the Mutation process is a rumor or misinformation

Recently, it has been seen in various social media online handles that some people are creating and sharing various information or video content that the Mutation process has been discarded. Many people are getting confused for this. The fact is that there is no scope to discard the Mutation process in the current land management of Bangladesh.

Section 143 (c) of the ‘The State Acquisition and Tenancy Act, 1950’ states about the procedure for rectification of Record of Rights, “The Revenue-officer on receipt of the notice under section 89 shall open a file for mutation of record-of rights and shall issue notice to the co-sharers of the holding for mutation.”. Sections 8, 9, and 23 of the Tenancy Rules, 1955 also mention mutation.

The government has taken initiatives to simplify the mutation process for the convenience of the people and to reduce suffering. Provisions have been made to complete the mutation automatically through “Registration-Mutation Interconnection” after land registration that is thru after the purchase of land or any other change of ownership.

The Prime Minister inaugurated the automatic Mutation process by inaugurating the Registration-Mutation interconnection process on March 29, 2023. At present, this program is going on in 17 upazilas of the country. Registration-mutation interconnection will be implemented nationwide soon.

It is to be noted that Mutation is the change of ownership in land-related matters. Updating the record after the correction of government records following the completion of registration, and after acquiring ownership of land through any valid means, is called Mutation.

When an individual’s mutation is completed, he is given a Record of Rights (ROR/Records/Khatiyan) in which a brief account statement of his acquired land is mentioned. In between the two survey programs/operations, the records were corrected through the Mutation. One of the main conditions for proving the ownership of the land is to have the name in the government Records/Khatiyan.
